Buying Property in Bali: A 2026 Guide for Foreigners

Pool villa among palm trees in Bali

The first thing foreigners who want to buy property in Bali need to know is this: in Indonesia, foreigners cannot hold full freehold ownership of land. But owning a villa through legal and secure routes is possible. In this guide we explain the ways to buy in Bali, what drives prices, and the process step by step.

Can foreigners buy property in Bali?

In Indonesia, full ownership rights (Hak Milik) are reserved for Indonesian citizens. The main legal routes for foreigners are:

  • Long-term lease (leasehold): The most common route. A villa is usually leased for 25-30 years, and the contract may include an extension right.
  • Right to use (Hak Pakai): A residential right of use for foreigners holding a valid Indonesian residence permit (KITAS or KITAP).
  • Foreign-owned company (PT PMA): For those running an investment or rental business; the company can hold property under a right to build (HGB).

Buying property in the name of an Indonesian citizen as a “nominee” is not legally recognised and carries serious risk. We do not recommend this route.

Buying property in Bali: step by step

  1. Define your budget and goal (living, holidays, rental income).
  2. Choose an area: Canggu, Uluwatu, Ubud, Seminyak.
  3. View options through a licensed local agency.
  4. Have an independent lawyer and notaris/PPAT check the title, zoning and permits.
  5. Sign the contract before the notaris and pay securely.
  6. Take handover; if you wish, plan villa management and rentals.

What drives villa prices in Bali?

  • Area (Canggu and Uluwatu are generally higher)
  • How many years remain on the lease (very important for leasehold)
  • Proximity to the sea, beach or rice fields, and the view
  • Pool, number of bedrooms, land size
  • Rental licence and real occupancy records
